Dorothy Williams, president of the Tiffany Plaza Condominium Association, received her Justice of the Peace certification last week after her son, Bryant Dowden, told her of his plans of getting married on his parents' 25-year wedding anniversary, Aug. 16. The certification course took about three hours.
