Before moving to the East County, Justin Lizardi was a perpetual honor-roll student. He even was elected as class president every year from fourth through eighth grades. Today, Lizardi, now 20, is in a cell at the Manatee County Jail, charged with 10 burglaries. The reason? His father, Luis, says it's all because of drugs - drugs his son discovered as a teen living in the East County.
