Developer applies for vacation of right of way near Laurel Park

Plans are to build a 10-story residential project at Ringling Boulevard and Osprey Avenue near historic downtown section of Sarasota.

Seeking to combine two lots and a separating alley into a single development, PFI 721 Development of Sarasota has submitted a petition for the city to vacate right of way of Osprey Court. The 4,145-square-foot strip serves only as access to solid waste dumpsters with no sidewalks or connection to any streets.

The applicant, which intends to build a 10-story, 50-unit residential building at 1776 Ringling Blvd. and 222 S. Osprey Ave., held its initial submittal to the city’s Development Review Committee on Aug. 20.

In addition to the alley, the applicant owns the lots both north and south of the alley. An office building currently sits at the property to the north of the alley. A multifamily apartment complex with 12 existing residential units is to the south. A townhome development stands to the west of the alley just beyond where it comes to a dead end.

According to the application, impact from the city’s waste collection trucks has resulted in deterioration and damage to the existing infrastructure. There are no sidewalks to facilitate safe pedestrian travel and no trees located along the alley. In essence, it provides no public benefit whatsoever.

The applicant is proposing to provide, however, significant benefits beyond what is required by code, the application reads. The developer intends to submit a future application for a unified development on the property, which includes the alley.

The application has received partial DRC sign-off.

In another new submittal, Motorhaus Storage has requested a major revision to an approved site plan for two private vehicular parking garages at 1087 N. Orange Ave. The application is proposing two storage buildings totaling 16,477 square feet with an office to be located internal to one of the two buildings.

The revised plans affect previously approved parking and loading areas and includes a new sidewalk connection with vehicular access proposed from North Orange Avenue.

As multiple staff comments remain to be resolved, Motorhaus Storage is required to make a second submittal to the committee.
