The signs at Whitney Beach Plaza used to warn beachgoers that their cars would be towed if they parked in the shopping center. But, now, Andrew Hlywa, the plaza's owner, has a different message for those headed to the beach: They can park at Whitney Beach Plaza and use the 12 restrooms at Whitney Beach Deli & Wines for free.
