Town manager can't meet with pension board

Town Manager Dave Bullock has informed General Employees’ Retirement System Board of Trustees Chair Donna Spencer he can’t meet with her or the board to discuss pension changes now that a petition has been filed to form a general employees union.

“I regret to inform you I must deny your request,” Bullock wrote in an Oct. 5 letter. “Town labor counsel advises such a meeting would be improper if not illegal for the Town Commission or the town manager to negotiate with any employee or group of employees who are eligible to vote in the anticipated upcoming election over any mandatory subjects of bargaining, which includes pension.”

If employees vote to form a union, the commission will have the authority to vote on any future proposed contract changes for town employees.
