P&Z receives Islandside conditions

The Longboat Key Planning and Zoning Board is reviewing a list of 40 conditions it will review and discuss formally 9 a.m. Friday, Dec. 4, at Temple Beth Israel.

The planning board will accept or reject the conditions during the public meeting and should make a recommendation on the Islandside project to the Town Commission, which is expected to review the project in January.

Below is a look at some of the recommendations the planning board is considering.

Prior to final approval, the applicant must:

• Submit a proposed amendment that revises the uses approved for Islandside parcels consistent with the Outline Development Plan amendment.

• Submit a proposed amendment that will allow guests of the new hotel access to the Islandside golf course under terms similar to the access provided for Inn on the Beach guests.

• Agree to requested departures from town code that include the height of buildings not exceeding the height of any other building within Islandside on the north parcel and no more than eight stories, 75 feet on the south parcel.

• Provide to the town written documentation that it has the clear and legal right and authority to relocate the points of ingress/egress to and from the subject property into Longboat Club Road.

• Move the existing gatehouse on Longboat Club Road to the west as part of its site plan submittal. The gatehouse relocation and entryway improvements must be acceptable to the Longboat Key Association Inc.

• Contribute an amount equal to that which otherwise would be required in the form of a land acquisition fee to the town for use in the development of the town’s Bayfront Park Recreation Center concept, which will be contributed as a result of the loss of some existing recreational facilities at Islandside.

• Submit plans to include four tennis courts to be set aside for use of Inn on the Beach guests and club members.

• Prepare a traffic analysis of Gulf of Mexico Drive from Ken Thompson parkway through Longboat Key Drive and implement improvements at its own expense prior to opening the new hotel and meeting center facility.

• Agree to undertake a study to propose improvements to alleviate traffic if the operation of the hotel/meeting center creates recurring, unacceptable congestion at the intersection of Longboat Key Drive at Gulf of Mexico Drive within five years after the facilities open.

• Agree to implement an event management plan for special events that will have more than 500 attendees arriving from outside Islandside. The plan must be submitted to the town 30 days prior to the event.

• Agree to phasing deadline dates that will be established for all phases of the project.

• Adhere to the quality of the architecture for all buildings proposed during the presentation to the planning board and rebuild a first-class golf course.

• Make the hotel restaurant and the meeting center available for public use.

• Design, construct and operate a five-star hotel of similar quality to the Sarasota Ritz Carlton.

• Donate the services of its design consultants to work with town staff and the Florida Department of Transportation to develop a plan for beautification of the gateway areas to the town, including the north end of the Key.

• Agree that no further density shall be allowed on the North Parcel, the South Parcel or the Golf Course Parcel without further town approval.
