Rainer Josenhanss, 85, of Plymouth Harbor and formerly of Longboat Key, died Feb. 7.
Josenhanss was the key force behind an amendment that required commissioners to gain approval via a public referendum for any and all projects exceeding $800,000. In 1998, the amendment passed with 77% of the vote.
