OK, lets see... hmmm... you are threatening your employees with the worst pension in the State of Florida, denying any pay raises for nearly 5 years and foster an adversarial work environment, bordering upon hostile; and you want employees to "refocus?" That's like asking an Army to refocus behind them when the enemy is out in front. Ridiculous. Stop your attacks and then they will refocus!
- Bullock calls his employees “a high-performing team that needs to make sure it is in a continuous learning mode.”
Well, many employees would like to keep learning, but you've virtually decimated everyone's training budget! And under the current environment, you want your employees to pay out of pocket for an education that ultimately benefits the Town?... When does this take, take, take, stop?

So you want the empoyee's to refocus on making the town better, Instead of worring about the benefits you are taking away
