This is an excellent idea, to capture data during "peak" season, and will allow fact to replace belief when testimony is given before the P&Z. A current 'base line data set' benefits all parties seeking to come before the board. One quantified set of data should obviate the need for hours of "anecdotal opinion" disguised as factual testimony. Process can remain fair, but sped up to the benefit of all.
