Simpson independent investigation continues

Longboat Key Planning Zoning & Building (P&Z) Director Monica Simpson remains on paid administrative leave, while attorney H. Hamilton “Chip” Rice finishes his investigation of employee allegations that Simpson created a hostile work environment. Town labor attorney W. Reynolds Allen wrote in an Oct. 19 letter to Rice that the town hoped to have the investigation completed by Nov. 15.

Town Manager David Bullock said Tuesday afternoon that Rice still has one interview remaining in his investigation. Bullock said that he has had little involvement in the investigation because he wanted Rice to operate with a high degree of independence.

“I wanted to let him figure out whom he needed to talk to,” Bullock said. “He’s basically had an open book.”

Rice has already interviewed all town department heads and P&Z employees as part of his investigation, according to Human Resources Manager Lisa Silvertooth.

Bullock said that although he and Rice have spoken, Rice has not delivered a formal report. Bullock could not say whether Rice’s report will be delivered verbally or documented in writing. Although he declined to set a deadline for his decision about Simpson’s future with the town, Bullock said he hoped to make a decision soon, possibly by next week.

“I want it done as quickly and as completely as possible,” he said. “I need to have complete information and think about it a little bit. But I won’t dawdle over it. This needs to be decided.”

Allen suggested that Rice conduct an independent investigation of Simpson’s actions after allegations arose stemming from an October incident in which a P&Z employee told then-acting Town Manager and Police Chief Al Hogle that he was being bullied by Simpson. After a second employee confirmed the first employee’s account, Hogle sent Police Capt. Bill Tokajer to interview other P&Z employees about the situation.

Allen’s letter to Rice states that the investigation would likely include reviews of an employee survey conducted by the outside consulting firm of Vogel and Vogel, Simpson’s personnel file and any other necessary personnel files necessary, Tokajer’s interview notes and interviews of Simpson, P&Z employees, department heads, any witnesses or individuals who Simpson wishes to present,and, if he is willing to be interviewed, former Town Manager Bruce St. Denis.

Simpson is currently performing her duties at home but was present at an Oct. 18 P&Z Board meeting and Nov. 10 Zoning Board of Adjustment meeting.
