CDD supervisors consider assuming asset management

The meeting room of the Comfort Inn, Bradenton, was packed, as Heritage Harbour South community residents waited for some answers during the Community Development District's (CDD) nearly three-hour meeting.

The board most heavily discussed the division of responsibilities between the Home Owners Association (HOA) and the CDD, with disagreements as to who has the final word in certain situations. Changing things up this time, the meeting listened to what the audience had to say up front, kicking off with what usually comes later in the evening.

The Bradenton residents who spoke before the board all shared concerns over the wording in the draft of the HOA Maintenance Agreement. They were "uncomfortable with the CDD" and felt the members were trying to over-step the HOA — an issue they felt would be more appropriate to be discussed with the new HOA board that will take office in January.

"Not an example of working together," "Hypocrisy," and "Shamfeul" were used by upset participants who thought the board before them was trying to have too much control.

District Manager Greg Cox stressed that the document being discussed was merely a "straw man draft," and was in no way final, simply a starting point.

The board did decide, however, to make a few minor changes to the draft upfront, which included making the CDD responsible for pressure washing sidewalks, rather than the HOA.

Cox believes further action will wait until the new HOA board steps in in the new year.

Other items discussed:

The Golf Ball Revenue Agreement was unanimously approved, splitting the dollars between the golf course and the CDD, for golf balls resold that were retrieved from the course's ponds.

The board created liasons for various areas to give residents a board member to go to on particular issues within the community. From there, they will meet with Cox and management to discuss options to resolve issues.

The next meeting is slated for 6 p.m., Thursday, Dec. 19, at the Stoneybrook club house, Bradenton.
